Practical points

  • Count the largest number of people on site at one time, not total headcount.
  • Public buildings and venues are sized using BS 6465, which allows for visitors as well as staff.
  • Accessible and ambulant facilities are needed in addition to the numbers above where Approved Document M applies.
  • Approved Document T affects how toilets are arranged on new non-domestic buildings in England.

Frequently asked questions

Does a small office need separate male and female toilets?

Under the Workplace Regulations, separate rooms are not required if each toilet is in a separate room with a lockable door. On new buildings in England, Approved Document T sets how provision should be arranged.

Where do these numbers come from?

From the Health and Safety Executive's approved code of practice for the Workplace (Health, Safety and Welfare) Regulations 1992.
